This is a classic Béchamel sauce or white sauce made with flour.
The process of mixing flour and fat, meaning oils or butter and heating it results in a product called roux.
This can then be used to thicken sauces or soups, or as in this case used as the basis for the sauce itself.
Heating the flour with the oil or fat Changes the composition of the flour allowing it the thicken a liquid with out making lumps.
